The Government finally decided to implement social restrictions on a large scale accompanied by strict sanctions for violators. This decision was taken to suppress the increasing and massive spread of COVID-19. In a Limited Meeting held on March 30, 2020, the President said that this policy needed to be accompanied by a Civil Emergency policy. The Government decision quickly gained a variety of reactions; most of them are rejections. Since the beginning of the outbreak, many have demanded the Government to implement a Regional Quarantine with the status of Health Emergency. This means the Government would be obliged to support the daily lives of the people in the region throughout the quarantine. That said, the regulation that contains the terms of Civil Emergency does not oblige the Government to do so.
