Between Freedom of Information and Harmful Content

In July 2014, the Minister of Communication and Informatics, under then Minister Tifatul Sembiring, issued the Ministerial Decree Number 19 Year 2014 on the Handling of Negative Internet Content. The Decree outlines the Ministry’s authority to block websites containing negative content such as pornography, gambling, violence and also hate speech.
