At the heart of the feud between the Jakarta City Council and the Governor Basuki Tjahaja Purnama (Ahok) are the thousands of dubious appropriations for the procurement of goods and services. The Rp12 trillion Uninterruptible Power Supply (UPS) procurement budget is case in point. But there are more of such bizarre appropriations, and it’s likely that they’ve always gone by unnoticed. What does this say about Indonesia’s goods and services procurement system?

Jonan’s Aviation Reform: Getting Rid of Airside Ticket Sales Counter
Minister of Transportation Ignasius Jonan has gone through quite the number of challenges in the first months of his job. The Minister has had to confront the realities of Indonesia’s management of aviation industry—mitigating the risk of plane crash, reorganizing the management of air routes, enforcing standards and regulations. The good news is that Jonan seems to be doing a lot to change things up. One of the items in his to do list was the removal of ticket sales counter in airports.

Environmental Group Filed A Pretrial Request Against West Java Police
The West Java branch of the Indonesian Forum for the Environment (Walhi) and the Bandung Legal Aid Foundation (LBH Bandung) filed a pretrial request against the West Java Police at the Bandung District Court on Friday (March 13). The pretrial request addresses the termination of investigation onto the galena illegal mining practice in Bogor reserved forest area.
The Sarpin Effect
The Corruption Eradication Commission (KPK) may not have foreseen the grave consequences of naming then POLRI Chief nominee Budi Gunawan suspect in a graft investigation. This move didn’t only plunge the country into political crisis, it also gave birth to a legal phenomenon that’s become a precedent for every graft suspect to challenge the process, by which they were declared a suspect by law enforcement authorities. This phenomenon is today known as the Sarpin Effect.
Consignment & Land Acquisition Headaches
Statement from agrarian and spatial planning minister Ferry Mursyidan Baldan about completion of land acquisition for the giant 2×1000 MW coal-fired power plant in Batang Regency, Central Java turned out to be untrue. Sofyan Basir, CEO of PT Perusahaan Listrik Negara (PLN), revealed on Monday that acquisition of the remaining land for the power project developed by Adaro Energy and Japanese investors would be done through consignment process pursuant to Law No 02/2012 about land acquisition for development.

The Bill on the Criminal Code, unlike the other bills we’ve discussed in our journals, is a beast of its own. It has the ambitious aim of defining Indonesia’s own penal code, not some byproduct of colonization. Indeed, Indonesia still uses the adopted version of Dutch Penal Code designed in the colonial era—the Wetboek van Strafrecht (WvS) which is essentially the 1915 Wetboek van Strafrecht voor Netherlands-Indie. The world has changed since then, and so the Criminal Code must adjust, the question is how shall we adjust?
