Too bad, instead of serving the purposes, it unraveled into a sprawling corruption scandal that exposed systemic weaknesses in land acquisition procedures and the complicity of public officials and private entities. Over the years, the program has spawned four separate corruption cases, implicating high-profile individuals and corporate actors—including Yoory Corneles Pinontoan, former President Director of PD Pembangunan Sarana Jaya (PD Sarana Jaya), a regional public corporation tasked with executing the project.
