When it rains, it pours. The Constitutional Court has annulled regulations on Right to Cultivate (HGU) for up to 190 years, as well as Right to Build (HGB) and Right to Use (Hak Pakai) for up to 160 years in IKN, inherited from Joko “Jokowi” Widodo administration. On the one hand, it may revive the state’s control over land within its own territory. On the other, the shortened period for land permits could erode investors’ interest in IKN.
