With its ruling on Law No. 11/2020 concerning Job Creation, the Constitutional Court seems to remind every stakeholder that the strategic purpose of a law should not ignore the constitutionality of the formation of laws. Public participation and transparency are important for the process of establishing regulations. Such standards must be guaranteed in every law-making process. That said, the Constitutional Court’s ruling also created problems.
