The 2015 simultaneous regional elections are on the horizon, but as days pass, complexity grows. The UU No. 8/2015, which amended Law No. 1/2015 on Simutaneous Direct Regional Electon (UU Pemilukada), has a clear definition of incumbents for barring conflict of interests in elections. But the General Election Commission (KPU) decided to come up with their own slightly modified definition of incumbent, and worse they released their policy in the form of a Circular Letter No. 302/VI/2015 (SE 302), a legal form that is not recognized by the law as legally binding.
