The creation of Special Economic Zones (KEK) is what the government considers economic capacity building. It’s a means of develop that the government has employed since 1970 in several iterations. Indonesia first started with the creation of Free Trade Zones and Free Ports, followed by the development of Bounded Warehouses in 1972. By 1989 the government developed what they called then the Industrial Region. In 1996, the government launched the concept of Integrated Economic Development Zones (KAPET).
