Of the 37 bills listed in the 2015 National Legislation Program (Prolegnas), only 2 have been passed into law by the the House of Representatives (DPR). It’s an egregious track record of legislation. The DPR has been heavily criticized for their subpar performance. And now, many are questioning their relevance.
