Russia’s Putin declared parts of eastern Ukraine as independent entities, while Biden responded by issuing an executive order restricting American business in Luhansk and Donetsk, and the EU vowed more sanctions. The Hang Seng plunged 3% and the Nikkei slid nearly 2%. Stocks in China, South Korea, and Australia shed around 1%, each.
