Civil supremacy over the military is one of the most talked about topics after the downfall of Soeharto and his 32-year old New Order regime in May 1998. At that time, most Indonesians had enough of the omnipresent military (TNI). During the New Order regime, TNI (and the Police) almost always occupied strategic government positions, including the governorship in every province in the country. At the time, Soeharto needed to place a military general and/or a retired military general to make sure that the provinces were under his full control. Now that we’ve had 16 years of reformation era, where do we stand with our dream for civil supremacy?
