The Central Government does not want to impose large-scale lockdowns. It wants to stick to micro-scale activity restrictions (PPKM Mikro). So the only thing left to do is increase the pace of vaccinations. With the hope that vaccinated individuals would be less likely to suffer from adverse symptoms if affected with SARS-CoV-2, the Central Government has simplified vaccination requirements.
