The ruling party PDI-P revealed their commitment to push for a constitutional amendment that would see the return of the State Policy Guidelines (GBHN). The GBHN was a signature part of Soeharto’s New Order regime. At the time, the People’s Consultatives Council (MPR) pass the GBHN at the recommendation of the National Defence Institute (Lemhanas), a think-tank run by the military, which at the time meant a think-tank run by Soeharto. But details on the mechanics of the GBHN that the PDI-P would like to see returned remains unclear. To us, however, what matters is the fact that the Constitution would have to be amended to accommodate for this change. One can only hope that that process will not be a major distraction.
