The Bill on the Criminal Code, unlike the other bills we’ve discussed in our journals, is a beast of its own. It has the ambitious aim of defining Indonesia’s own penal code, not some byproduct of colonization. Indeed, Indonesia still uses the adopted version of Dutch Penal Code designed in the colonial era—the Wetboek van Strafrecht (WvS) which is essentially the 1915 Wetboek van Strafrecht voor Netherlands-Indie.
