As a centralized bureaucracy, POLRI has distributed the operational area into three levels: province commands (POLDA), district commands (POLRES), and sub-district commands (POLSEK). Even though top down control remains very much relevant, POLSEKs are the ones that will have to enforce the law in their stationed region. By virtue of this condition, we cannot simply focus on the police force at the national level to understand how POLRI works.
